
A backup power line from Russia to South Ossetia through the Ruck tunnel is scheduled to be put into operation in October. This was reported to journalists by the President of South Ossetia Anatoly Bibilov.
Electricity from the Russian Federation is currently supplied to South Ossetia through the only transmission line "North Portal - Dzau" with a length of 39 kilometers. On the eve, the progress of work on the backup power line through the Ruck tunnel was inspected by Prime Minister of South Ossetia Gennady Bekoev and Deputy Minister of Economic Development of the Russian Federation Sergei Nazarov.
Earlier, Alan Gabaraev, General Director of the "Energoresurs - South Ossetia" State Unitary Enterprise, reported that the issue of building a backup power line had been worked out for several years together with the South Ossetian and Russian specialists. Of the six projects prepared, Gabaraev specified, the South Ossetian side considered the most acceptable option, which implies a line through the Ruck tunnel.
The construction of the reserve line is carried out within the framework of the Investment Program to Promote Socio- Economic Development of the Republic of South Ossetia. The estimated cost of the facility is 760 million rubles.
South Ossetia is receiving Russian electricity from neighboring North Ossetia through the Ruck Pass. This is the only source of electricity for the Republic. Several times a year, the population of South Ossetia is left without electricity due to preventive maintenance works, as well as due to accidents on power lines, which are caused by bad weather conditions in the Ossetian mountains.
The new backup power transmission line is a strategically important project for South Ossetia, President of the Republic Anatoly Bibilov said at the ceremony of launching the backup power transmission line.
"All these technical solutions played a huge role in order to connect on time - October 30. You got it over with, and I can imagine how hard it was. On behalf of the residents, thanks to everyone involved in the construction work of the backup power transmission line," the President added.
The official opening of the reserve power line was attended by Deputy Secretary of the Russian Security Council Rashid Nurgaliev, Head of the Russian President''s Department for Interregional and Cultural Relations with Foreign Countries Igor Maslov, Chairman of the Government of the Republic of North Ossetia-Alania Boris Dzhanaev and other officials.
Igor Maslov, Head of the Office of the President of the Russian Federation for Interregional and Cultural Relations with Foreign Countries, has noted that the introduction of a backup power transmission line will reliably ensure the implementation of the tasks set by the President of Russia to assist in the development of South Ossetia.
The Chairman of the Government of the Republic of North Ossetia-Alania, Boris Dzhanaev, on behalf of the head of the North Ossetia-Alania, Sergei Menyailo, congratulated the leadership and people of South Ossetia on the significant event - the launch of a backup power line.
"Now the inhabitants of South Ossetia will be able to receive uninterrupted high-quality electricity, and this is very important for all of us. Many thanks to the team of power engineers, who quickly implemented this new system in a short time, "Dzhanaev noted.
The corresponding awards were also received by the heads of various organizations involved in the construction of power transmission lines from the Deputy Secretary of the Russian Security Council Rashid Nurgaliyev.
It was noted that an outgoing power line with a length of more than 4 km was laid in a difficult landscape. During the construction, innovative techniques and mining equipment were used, micro tunnels were created in complex loose soils. To connect the power transmission line, a new cell was installed in a complex gas-insulated switchgear (GIS) 110 kV substation.
Earlier, the head of state Anatoly Bibilov stated more than once that the backup power line was of strategic importance for the Republic, its launch will ensure uninterrupted power supply and energy security of the country.
The construction of the additional power line to South Ossetia was carried out by the Federal Grid Company of the Russian Federation within the framework of the Investment Program for the Promotion of Social and Economic Development.
The South Ossetian Army was formed in 1992, and is the primary defense force in the breakaway republic of South Ossetia, largely considered to be within internationally recognized Georgian territory.
According to the 2017 agreement with Russia, parts of the South Ossetian forces were integrated with Russia''s 4th Guards Military Base stationed in the territory, while the size of the entity''s remaining military is to be agreed with the Russian authorities.[1]
According one estimate, the losses of the South Ossetian military forces, militia, and volunteers in the war amounted to 150 dead.[8][9] According to a 2012 statement by the President of Russia Vladimir Putin, Russia had been training the South Ossetian militias as part of the Russian General Staff''s 2006–2007 plan to rebuff Georgia in case of war.[10]
In March 2015, members of the Parliament of South Ossetia put forward a proposal to dissolve South Ossetia''s military and fold it into the Russian Armed Forces, but the proposal was ultimately rejected by South Ossetian President Leonid Tibilov and Defense Minister Ibrahim Gassayev. The South Ossetian units were to be incorporated into the Russian military but remain separate units.[11]
On 31 March 2017, defence ministers of the two countries signed agreements whereby some units of the armed forces of South Ossetia would go under Russia′s command.[12]
On March 26, 2022, South Ossetian President Anatoliy Bibilov began sending troops whom have served in units under Russian command to Ukraine to assist Russia with its invasion of Ukraine.[13][14]
