The Ministry of Energy is considering opportunities to develop hydrogen projects. As the European Hydrogen Strategy indicates, this fuel is a possible replacement for natural gas in a post-2035 horizon.

Romania and Ukraine have ambitions to develop hydrogen production capacities that are reflected in national hydrogen plans, and the Republic of Moldova has included this compartment in the Energy Strategy 2050 and the National Energy and Climate Plan with a focus on its potential role as a transit country, said the state secretary in charge of decarbonization, Carolina Novac, at a conference dedicated to this topic organized by the Ukrainian Chamber of Commerce and Industry in Moldova.

At the conference titled "Green Hydrogen Energy in the Republic of Moldova: Industry Development Plan and Prospects for Strengthening Energy Security," held in Chisinau on September 18, 2023, crucial issues regarding the utilization of hydrogen as an energy source and its pivotal role in ensuring sustainable and secure energy were discussed.

The conference, organized by Global Assist LLC, the National Center for Hydrogen Energy Development (NCUM), and the Ukrainian Chamber of Commerce and Industry in Moldova, brought together influential experts, representatives from the public and private sectors, as well as government officials from various countries. Participants deliberated on various aspects of hydrogen energy and the importance of collaboration between Ukraine, Romania, and the Republic of Moldova in this field.

One of the key highlights was the discussion of international experience in hydrogen energy development and its application in the context of the Republic of Moldova. Participants also explored the possibilities of utilizing renewable energy sources in Moldova and the potential for repurposing existing energy infrastructure for hydrogen production.

Oleksandr Riepkin, a member of the board of the Energy Association "Ukrainian Hydrogen Council," emphasized the significance of hydrogen energy for sustainable development and energy security. He also expressed hope that collaboration with Ukraine in this sphere would enhance the energy security of the region and contribute to the creation of a sustainable energy future.

At this event, attended by leading experts and industry representatives, as well as government officials from various countries, the importance of hydrogen as a key energy source for the future is highlighted. The discussion at the event focused on the concept of "Hydrogen Valleys" and their potential to create a sustainable and efficient energy sector.

The conference served as a vital platform for the exchange of expertise and ideas, as well as for forging partnerships and cooperation among different stakeholders. Participants believe that the development of hydrogen energy will promote the establishment of a more resilient and secure energy future not only for the Republic of Moldova but also for the entire region.

The team from the "Ukrainian Hydrogen Council" made a significant contribution to the discussion and idea exchange at the conference, facilitating mutual understanding and cooperation between countries in this crucial field.

Moldova''s Energy Minister, Victor Parlicov, says the new regulation will facilitate the authorization of renewable energy capacities, in particular those on the free market and without a support scheme, while also providing predictability for investors.

The country''s Ministry of Energy, which drafted the regulation, says the move will make the process of obtaining the necessary documents required for construction and commissioning more efficient and transparent.

Under the new regulation, project evaluation will be carried out by the country''s Authorization Commission, which will consider the technical credibility of the project, the technology''s compliance with state energy policies, the credibility of the power plant''s connection to the electricity grid and the eligibility of the land required.

Applications accepted by the commission will be voted on by Moldova''s cabinet ministers. A government decision to install or extend a power plant will then be valid for 60 months.

Moldova''s Energy Minister. Victor Parlicov, says the new regulation will facilitate the authorization of renewable energy capacities, in particular those on the free market and without a support scheme, while also providing predictability for investors. "At the same time, the state will have the possibility to align the technologies to be installed with the policy documents promoted in the energy sector," Parlicov added.

The electricity system in Moldova is characterised by its reliance on imports, which supplied 69% of demand in 2020. Renewable electricity accounted for just over 12% of domestic generation, though there remains over 27 GW of potential renewable generation capacity via wind, solar, biomass and hydro.

To provide Moldovan policymakers at all levels with a vision towards a clean, secure and modern electricity system, the International Energy Agency today launched a policy roadmap on System Integration of Renewables for Moldova.

The Roadmap was presented along with the Ministry of Infrastructure and Regional Development, featuring input from the European Bank for Reconstruction and Development, Hitachi and WindEurope. It was developed as part of the IEA''s work through the EU4Energy Programme.

The Roadmap examines tangible steps the government can take to enhance the power system and facilitate investment in renewables, removing barriers to deployment and establishing flexible electricity markets with strengthened regional coordination.

Developing renewable electricity would not only help Moldova achieve its National Energy Strategy and increase the country''s energy security, but would also bring significant socioeconomic and environmental benefits. By encouraging investment in renewables, Moldova could reduce its reliance on imported natural gas while maximising the consumption of domestic energy resources. Other benefits include reducing health problems from air pollution and providing green jobs, particularly in rural areas.
