
For the Caribbean, the EU-Organisation of African, Caribbean, Pacific States (OACPS) Partnership Agreement sets out the objectives of the Caribbean-EU partnership. EU support focuses on improving environmental sustainability and climate resilience; transitioning to a sustainable and diversified economy that supports decent jobs and growth, and promotes trade and investment; enhancing good governance, and building inclusive and secure societies where institutions are accountable, and no one is left behind.
These objectives are taken forward in the three Caribbean-EU partnerships focusing on: (1) the Green Deal, (2) economic resilience and trade, (3) governance, security and human development.
The EU adopted a Multiannual Indicative Programme for the period 2021-27 under the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe). Under that framework, the EU allocated €208 million for the Caribbean specific region.
The Global Gateway Investment Agenda for Antigua and Barbuda highlights areas with potential for investment projects to help address the sub-region''s infrastructure needs, mainly in the following areas:
Antigua and Barbuda possesses abundant renewable energy resources, including considerable solar, wind, biomass and ocean potential. The challenges in harnessing these resources are significant, with investments in renewables facing financial, technological, environmental and other barriers.
Yet, the Caribbean island country has achieved considerable progress within a short time, with the renewable energy supply approaching 20% of peak electricity demand by 2016. A recent study by the International Renewable Energy Agency (IRENA) confirmed the feasibility of integrating at least 37.5 megawatts of solar photovoltaic (PV) power generation onto the grid on Antigua.
A Renewables Readiness Assessment (RRA) identifies the actions needed to overcome a country’s barriers to renewable energy deployment, with IRENA providing technical support and expertise to facilitate consultations among different national stakeholders. While the process helps to shape appropriate policy and regulatory choices, each country determines which renewable energy sources and technologies are relevant and consistent with national priorities.
Developing Antigua and Barbuda''s abundant renewable energy resources will enable the country to meet a large share of its energy demand sustainably with renewables, according to a new report released by the International Renewable Energy Agency (IRENA).
Renewables Readiness Assessment: Antigua and Barbuda presents clear and practical steps for the country to maximize its renewable resources, primarily wind and solar, set new targets for renewable energy deployment and strengthen energy efficiency measures in the country.
"Antigua and Barbuda has already surpassed its 2030 target of 15% of renewables in the electricity sector as part of its efforts to mitigate climate change, ensure greater energy security and chart a path for sustainable economic growth," said IRENA Director-General Adnan Z. Amin.
"With significant solar and wind resources, Antigua and Barbuda is in a strong position to take advantage of the ever falling costs of renewable energy, and push towards even more ambitious renewable energy goals," General Amin added.
Antigua and Barbuda is the second country in the Caribbean region to conduct an evaluation of its renewable energy potential through IRENA''s Renewables Readiness Assessment (RRA) program. The island nation is in the process of developing more efficient and clean ways to generate electricity through the adoption of its Renewable Energy Act in 2015.
RRAs are a country-led process that offer a holistic evaluation of conditions for renewable energy deployment in a country, and outline the actions necessary to further improve these conditions.
"We particularly welcome IRENA''s contribution, through the Renewables Readiness Assessment process, in identifying a road-map for ensuring that we can achieve the maximum levels of renewable energy possible at both grid scale and distributed levels," said Asot Michael, Antigua and Barbuda''s Minister of Tourism, Economic Development, Investment, and Energy.
"The Ministry is cognizant that given the central role which energy plays in economic and social development that the country must develop and utilize its indigenous energy resources in order to achieve the vision of transforming Antigua and Barbuda into an economic powerhouse within the eastern Caribbean," said Michael.
The Antigua and Barbuda RRA recommends the country undertakes a number of concrete measures to support the implementation of renewable energy, including an action plan to scale up renewable energy deployment.
