The existing urban infrastructure is insufficient to meet the demands of the current urban population.

There has been significant migration to Nuku''alofa from the outer islands.The urban growth has not been matched by the provision of, or improvement in the delivery of, urban services n Development Bank (ADB) and other development partners have been supporting Tonga Power Limited (TPL) to deliver a program to improve and upgrade and expand the electricity network in the capital.

This project will conduct a detailed gender analysis of the Nuku''alofa Network Upgrading Project (NNUP) to ensure the project can be categorized as '' effective gender mainstreaming. '' A gender action plan will be prepared and gender design features integrated in the project design and documents.
