The Solomon Islands, located in the Southwest Pacific, has a population of approximately 740,000, with most residents living in coastal areas across its nine provinces. The economy is primarily based on forestry, agriculture, fisheries, a modest service sector, and a growing reliance on remittances to support livelihoods. The country is heavily reliant on imports and highly vulnerable to supply chain disruptions caused by global and economic shocks.

Solomon Islands is exposed to various natural disasters and hazards, including tropical cyclones, storm surges, flooding, earthquakes, tsunamis, volcanic activities, and heavy swells. Climate shocks exacerbate human and economic losses leading to significant damage to livelihoods and infrastructure, hindering development efforts, and impacting food security.

This demand and supply study report examines the growing impact of disasters caused by environmental hazards on individuals and households across Solomon Islands and explores financial gaps that could easily be filled through climate and disaster risk financing instruments (CDRFI) such as parametric insurance.

By shedding light on the intricate interplay between demand and supply, this study aims to provide valuable insights on the state of CDRFI in Solomon Islands, with the ultimate goal of enhancing resilience and adaptation in the face of an increasingly uncertain climate future through targeted solutions.

We work in over 120 countries and territories, combining emergency assistance with long-term development while adapting our activities to the context and challenges of each location and its people.

WFP aims to strengthen preparedness systems and processes, and enhance the coordination, optimization, and resilience of humanitarian supply chains and logistics, at both national and sub-national levels, enabling governments to manage and respond to shocks effectively and efficiently.

This project calls for continued technical and financial support along two interconnected tiers: (i) the continuation of institutional capacity development, coordination, planning and policy advisory support to consolidate the establishment of a robust and resilient Solomon Islands disaster management and response structure capable of delivering whole of a government response at national and provincial levels; and (ii) immediate assistance in relation to the multifaceted COVID-19 crisis, led by the National Disaster Manageement Office (NDMO) and sector committees.

The activities and needs outlined in the project are based on the discussions, lessons learned and on-going activities of UNOCHA-UNDP project to support NDMO, including recent COVID-19 response and recovery efforts. It can easily be adapted to the changing situation and scaled accordingly to meet specific demands that may emerge in the course of implementing the project, in close consultation with the national partners and the donor.
